After graduation from Institute of International Relations (Kiev, Ukraine) Mykola Gnatiuk worked with leading Ukrainian think tanks as foreign policy analysts, project manager and editor. From 2005 Dr. Mykola Gnatiuk has been working at the National University of “Kyiv-Mohyla Academy” teaching courses on IR and European Studies. PhD thesis: Russian Geostrategy towards Ukraine (1991 – 2008). D. Sc. thesis: Political actorness of the European Union (institutional and normative variables of Lisbon model).

Jean Monnet Chair’s objectives
The Jean Monnet Chair was awarded by the European Commission (Erasmus + programme) to Professor Mykola Gnatiuk for the period 2017-2020. The project JM Chair “INTEGRATION AS SECURITY” is the first chair in Ukraine dedicated to EU International Relations and Diplomacy Studies. The broader purpose of the JM Chair is to highlight the European experience in achieving the peace and security.

JM Chair includes many security related issues (on European, bilateral as well as national levels) in units of study and create greater synergy with the security interests of Ukrainian society. The intention is to create greater levels of engagement and discussion on European integration as a driving force for more secure and prosper Ukraine, within the national community overall. This Jean Monnet Chair ground its activities on public and expert potential of Naukma and its foreign partners especially European ones (publicly active in Ukraine) for creating better appreciation of the EU security experience and greater levels of European integration of Ukraine.

The JM Chair raises the profile and increase the University’s supply of EU-specific courses as well as strengthen teaching and research on European integration. JM Chair “Integration as security” builds on the academic expertise of the chair holder to offer a series of courses, supported by web-based resources, a public lecture series and workshops.

Political history of European integration

After more than 60 years the EU operates smoothly and there are still states that want to join (Ukraine is one of them). How did all this start? Why did only six states initially involve themselves in economic and political integration? What ideas and influences shaped the organization? Was federation the motive?

The course for is students of a master program in Political science aims to answer such questions and to strip away the rhetoric surrounding European integration that belies the often more mundane reality of fact. The story of the EU is a subject that is often quite mistakenly wrapped in all sorts of assumptions regarding its supposed purpose and goal.

Lectures and workshops discussions are based upon following topics:

2. European federalist movements and European integration

3. First European institutions. How it stated?

4. Normative idea of European integration

5. External influences: the role of geopolitics

6. Creation of common market

7. From the treaties of Rome to Maastricht treaty

Impact:

This master course introduces students to developments of European integration and the major approaches explaining it. The acquired knowledge will enable them to pursue individual research on EU-related topics. Students will be able to begin their science and professional activities with deep knowledge of nature and deferent dimensions of EU as political actor.

Foreign policy of the European Union

The objective of the course is to provide students with the analytical tools to understand the special nature of the EU foreign policy. In the first part particular emphasis is paid to theoretical approaches. The EU is not a classical actor in international relations as it enjoys more decision making powers than an international organization and less than a unitary state. As a second step the course looks at the institutional set up and competence for the EU’s external relations. This part provides in-depth analysis of the internal EU roles for its foreign policy. The next bloc analyzes a diverse set of EU external policies ranging from trade and soft security issues to diplomatic and military developments as well as taking a closer look at the European Neighborhood Policy and the Eastern Partnership and relations with Ukraine.

1. Theory and the EU’s International Relations

2. Defining competence in EU external relations: lessons from the treaty reform process

3. European Union as a trade power

4. Understanding the Common Foreign and Security Policy

5. Enlargement, European Neighborhood Policy and Europeanization of foreign policy

7. EU Policy toward Ukraine and Belarus: more than neighborhood

8. The EU and the Mediterranean States

9. EU Foreign Policy Towards Major World Powers

Impact:

This master course’s main aim is to provide students with a strong understanding of European foreign policy as autonomous political actor. Students will be acquainted with the main political motivations behind the EU foreign policy and the factors shaping the integrated EU positions. The acquired knowledge will enable students to pursue individual research on EU-related topics.

Foreign policy and European integration of Ukraine

Relations between Ukraine and the European Union were first established in December 1991, in November 2013 a refusal of Ukrainian government to sign the Association Agreement with EU evoked civic protests, called “EuroMaidan”. Nowadays the key elements of Ukrainian external policy are «ensuring the integration of Ukraine into the European political, economic and legal area in order to obtain the EU membership».

The course will provide undergraduate students practitioners with a deeper understanding of how contemporary Ukrainian policy towards the EU is formulated and implemented. After a short introduction about the history and main analytical approaches, the course discusses development of Ukraine-EU Relations; identifies internal and external variables both of the EU policy regarding Ukraine and European integration of Ukraine. The course will include a historical review of significant bilateral events and will explain the role of key players both on European and national level.

Impact:

The objective of this undergraduate course is to provide students with the analytical tools to understand the process of foreign policy development as well as the special nature of the European integration as a foreign policy goal. Primarily it will help students to study advanced courses on European studies on the Master Program. What is the most important, it allows students to use obtained knowledge to analyse phenomena of European integration of Ukraine.

European Studies

European integration can be regarded as a major success story. In the past few decades, the European Union has delivered its peace, prosperity and an unprecedented level of protection of rights. This course is introductive component oriented on undergraduate students who have basic knowledge and beginning to deepen knowledge in European regional relations. It covers the main political, social, cultural and economic developments in Europe, exploring the drivers of European integration. The first part of the course focuses on the milestones of European integration and interests and positions of key players. The second part looks more closely at activities of the EU. Therefore, the EU is considered from different perspectives in variety of areas of integration.

Impact:

The course will promote the acquisition of knowledge about European integration and activities of the European Union. Primarily it will help students to study advanced courses on European studies on the Master Program.

Contemporary European Security Studies

The course’s objective is to provide students with the analytical tools to understand the special nature of the EU’s approach towards the security issues and explore the current state of European security and security institutions in face of new challenges. After a short historical and theoretical introduction, it considers the new European strategic environment in light of the recent developments. The role of traditional institutions – the Organization for Security and Cooperation in Europe, NATO and the EU Common European Security and Defence Policy (CSDP) have confronted tremendous challenge. With a focus on the development and execution of the European Security Strategy, security issues in the Eastern Neighborhood, where Russia and the EU have been on a collision course, as well as developments in the Southern Neighborhood and the Mediterranean Union, in particular the security implications of the Arab Spring, will be discussed.

The course also addresses specifically European relations with Ukraine, especially ways that European integration can provide for conflict resolution and national integrity of Ukraine.

Impact:

By the end of the course students will, demonstrate a thorough grasp of the literature on European Security, understand the conceptual and empirical aspects of regional issues, apply their knowledge of the tools of policy analysis to empirical cases, especially in the cases of Ukraine.

Discussion “Educational Reform and European Integration” on national TV

The Jean Monnet Chair Holder Mykola Gnatiuk conversed with Deputy Minister for Science and Education Yuriy Rashkevich on national TV canal 5 the educational reform in Ukraine and opportunities the youth have to study in Europe. Prof. Mykola Gnatiuk highlighted the cooperation activities of the National University of Kyiv Mohyla Academy and the benefits the Erasmus+ programmes open for Ukrainian students and teachers.

Discussion «European integration of Ukraine: education and decentralization» on national radio station

The national radio station “Voice of the Capital” invited the Jean Monnet Chair Mykola Gnatiuk to discuss the results of reforms and institutional transformations in Ukraine as a component of the European integration process. In the studio Prof. Mykola Gnatyuk together with Serhiy Shershov, Director General of the Directorate for Self-Government Development of the Ministry of Regional Development, Construction and Housing of Ukraine debated on the education reform in Ukraine within the ongoing decentralization.

100th anniversary of the Kurultay: past, present, future

On December 7, 2017 Jean Monnet Chair “Integration as security” co-organized the international scientific conference “100th anniversary of the Kurultay: past, present, future.” Given the political context, occupation of the Crimea peninsula by Russia, the event is of significant importance for the Crimean Tatars and for the entire Ukrainian people.
